Changing point system?

I'm fairly new to this whole vogon system, but I was curious if there would be any way to change the point system so that a frag from one weapon would be worth more than from another. I ask this because some weapons like the grappling hook and machine gun are more difficult to use than others like the rocket. Any suggestions?

Here's some:
Gauntlet = 3;
Chaingun (machine gun) = 2;
Shotgun = -1;
Grenade Launcher = 1;
Rocket Launcher = 1;
Lightning gun = -10; (or suicide)
Rail Gun = .5;
Plasma Gun = 1;
Big Fucking Gun = 2;
