So Blender is so bad anyone who used it will surely not recommend it to others? Why not? I see it is popular, people use it, and some of the stuff produced with it looks really nice.
Also, you can use other tools as an immediate step, ie. (your app) -> Blender/3DS/whatever --> md3 -- not as a main tool, only for exporting purposes. But then again, simple google search for http://www.google.com/search?q=maya+md3+export
returns a lot of relevant information, in worst case you would need to use some older Maya version, or take a few extra steps to export md3 with something else. I am sure there are some simple solutions available, if you actually bother to search for them. After all, most stuff for Q3 was created around 10 years ago (2000-2002), when Quake 3 was really popular, so if people could do incredible things with tools available back then, i am sure it can only be easier today to do it. In the "worst case" you would need to use whatever they used.
Main problem here is not tools, but the fact nobody cares much about Q3 nowadays, so producing anything new for it is more or less a waste of time.
