Fixed, try PM feature now.

To answer your question, PM feature is disabled for new registrations so that spammers can't fire off PM's all over the place and get on everyone's tits. We get in excess of 150,000,000,000 spammer registrations a day (feels like it anyway). Retards are all on moderation queue automatically anyway so their shit never hits the board in the first place, but they are too stupid to realise. Not many of them would be bot registrations because of the upgraded CAPTCHA. So they are completely wasting their time, which is very satisfying
